'You can't rush art.'
Films go through four stages: development, creating the storyline; pre-production, addressing technical challenges; production, making the film; and post-production, "polishing" the final product.

I believe they forgot the starting stage before their four stages that includes the conception (the desire to develop an idea ) and finding the means to make it happen (contacts, resources and funding).
